# Is email OTP safer than SMS OTP?

> **Short answer:** Not meaningfully. Email codes avoid SIM swaps but can be phished, relayed by OTP bots and stolen through a compromised mailbox, just like SMS codes. Regulators treat them as the same class of risk: the UAE and Philippine rules retire SMS and email codes together.

## Where they differ

SMS codes travel over the phone network, so they can be redirected by a SIM swap. Email codes travel to a mailbox, so they are exposed to whoever controls that mailbox. Neither is bound to the site the user is signing in to, so both can be typed into a fake site or read out to a caller.

## Why regulators treat them the same

The Central Bank of the UAE’s phase-out covered SMS and email one-time passcodes together,[^1] and the Philippines’ BSP Circular 1213 bars both for high-risk transactions.[^2] Regulators increasingly treat any typed code as the same weakness. ## What this means for you

### Banks & credit unions

Replacing SMS with email codes won’t satisfy regulators who have already named both. Move to passkeys or in-app approval instead.

### Fintechs & payment firms

Email codes are fine for low-risk confirmations such as verifying an address at signup. Don’t use them to authorize payments or contact-detail changes.

### Developers & identity teams

An email inbox is often protected by a password and an SMS code of its own. Using it as your second factor can quietly chain your security to the weakest account the user has.

## Follow-up questions

**Why do regulators group SMS and email codes together?**

Both deliver a code the user must type, so both can be phished, intercepted or handed over to a caller posing as the bank.
