# SMS OTP vs email OTP

> **Verdict in brief:** Neither is strong. SMS codes are exposed to SIM swaps; email codes to mailbox takeover. Both can be phished and read out to an OTP bot. Regulators treat them as one class of risk: the UAE and the Philippines retired both together. Switching from one to the other is not a security upgrade.

**A. SMS OTP:** A one-time code sent by text message.

**B. Email OTP:** A one-time code sent to the user’s email inbox.

## Comparison table

| Criterion | SMS OTP | Email OTP |
|---|---|---|
| Delivery channel | Phone network | Email |
| Main interception route | SIM swap or port-out | Compromise of the email account |
| Phishing-resistant | No | No |
| Exposed to OTP bots | Yes | Yes |
| Regulator treatment | Phased out in the UAE; barred for high-risk transactions in the Philippines | Phased out and barred alongside SMS in both |
| NIST SP 800-63B-4 | Restricted authenticator | [Editorial: confirm email’s status against 63B-4] |

Cleartext comparison. Regulator treatment from reporting on the UAE[^1] and Philippine[^2] rules.

## Verdict

Don’t replace SMS codes with email codes and call it a migration. Both leave the user holding a code that can be phished or handed over. Move high-risk flows to passkeys or in-app approval on a registered device.

- **Choose SMS OTP when:** Low-risk confirmations only, as a restricted fallback under NIST conditions.
- **Choose Email OTP when:** Low-risk confirmations such as verifying an email address at signup.
